SEN Banding Consultation

Consultation on proposed Special Educational Needs (SEN) banding framework for children and young people who have Education, Health and Care (EHC) plans in mainstream schools.

We are seeking views on a proposal to change the way that top-up funding is paid to state-funded mainstream schools. The funding provides for children and young people with SEN who are subject to an EHC plan. The purpose of the change is to improve how the budget is allocated.

The proposal covers the top-up funding that mainstream schools receive for children (aged 5 to 16 years) with more complex SEN. It does not cover the core funding of mainstream schools.

Changes to these policies will only affect new applications for support made after the date of implementation.

The consultation is open from 19 October 2020 and closes at midnight on 13 December 2020.

Responses received after this time will not be included in the findings report.
