Frequently Asked Questions for this Service

Question: What does a disabled badge entitle me to do?

Answer: Within a Council owned pay and display area:
You can park for an unlimited period in any standard on-street pay and display parking bay, unless there is signage to the contrary (eg a sign parallel to the bay that states disabled badge holders – max stay 4 hours).
You can park for up to 8 hours in any long stay car park and up to 3 hours in any short stay car park.

In limited waiting bays (disabled and standard bays):
You can park for an unlimited period.

The general rules for single/double yellow line is that you can park for up to 3 hours (where no loading ban is in place), or unless signage is displayed stating otherwise. You must always set your time clock with your time of arrival.

Answer: When you receive your Blue Badge, you will be sent a ‘Rights and Responsibilities’ booklet which explains how and where you can use your badge. - Related Link

Question: Do you offer any concessions for NHS patients that have to travel to the mainland?

Answer: Yes.
NHS Patients parking at either Quay Road car park, Ryde, or River Road car park, Yarmouth to travel to the mainland for treatment may claim back parking costs.

Within 28 days of the appointment date the NHS patient will need to send through a copy of their NHS appointment letter (clearing showing the time and date of the appointment), and the Pay and Display ticket or provide the registration number for which payment was made if they have used PayByPhone. If payment was made at the machine, the applicant will also need to provide their bank account number, sort code and postal address to enable the refund to be made by BACS. If payment was made via paybyphone, the refund will be made back to the card from which the transaction was paid. Please note that the paybyphone transaction fee will not be refunded.

Documentation can be sent by email to parking.services@iow.gov.uk or by post to PO Box 239, Newport, Isle of Wight, PO30 9FQ.

Parking Services will then check the information supplied and once verified, issue the refund.

The following are excluded from the scheme and this mirrors the criteria in the IoW NHS trust cross Solent travel scheme: -
• Patients travelling for private treatment
• Patients attending treatment at a private hospital
• Patients attending appointments with GPs, pharmacists, dentists, or opticians
• Patients in receipt of benefits which would entitle them to claim under the Hospital Travel Costs scheme
• Retrospective applications

Question: I made a mistake and purchased a Tourist Permit rather than a shorter ticket, can I have a refund?

Answer: No, when using the paybyphone service, you have the opportunity to select the paybyphone code and then the duration that you require. You then see the amount that you will be charged and at that point could have cancelled the transaction. We do not offer refunds for incorrect paybyphone sessions or unused time.

Question: I have been overcharged for a pay and display ticket, can I have a refund?

Answer: No.When utilising a ticket machine, it remains the user’s responsibility to ensure that they select the correct tariff for their desired duration which will be displayed on the machine display, prior to confirming. In the event that the display does not reflect the desired tariff the transaction should be cancelled, and process started again, prior to paying. Unfortunately, due to the nature of pay and display tickets, it is not possible to ascertain whether a ticket has been utilised for parking after the event and as such the Council are unable to provide refunds for tickets purchased in error or for unused time.

Question: What are the rules for parking within a limited waiting area

Answer: Within limited waiting areas, the street is often made up of multiple sections of parking bays or stretches of parking. The signs at the location usually states the times and hours that the restriction applies, how long a vehicle may be parked, and also the no return period.

The no return restriction means that a vehicle is not permitted to move and repark in the same bay/stretch of bays in the street, however, the vehicle can move and repark in a different stretch within the street.

The rules within resident parking zones are different.

With the limited waiting bays within a resident parking zone, the no return restriction applies to the entire road rather than each individual stretch of bays. A vehicle may park in a two hour limited waiting bay for up to two hours, but as soon as the vehicle is moved and/or the two hours have expired, the vehicle must be moved and must not return to the same road within that zone for two hours.
